The notice for a meeting was sent on July 10, 1995 on the letterhead of IQRA inviting all the amirs and any other Muslim who showed an interest in doing things on a statewide level. The meeting took place at Br. Bhura’s house and it was in this meeting that the name Connecticut Council of Masajid was agreed upon.
Dr. Abdul Hamid was unanimously chosen as the first amir of CCM at that meeting (Minute B-2 of the meeting held on July 15, 1995 reads: On recommendation by Dr. Ali Imran Hashmi, Dr. Abdul Hamid was unanimously selected to be the Amir. Dr. Abdul Hamid agreed to serve as the Amir for the first three meetings).
Second meeting was held on August 26, 1995 in Springfield masjid. The meeting was followed by the monthly Unity Lecture.
The third meeting took place in two sittings on September 30, 1995 in West Haven masjid and on November 8, 1995 in Waterbury masjid.
The result of these three meetings included discussion on many issues but substantially the constitution was approved and officers were chosen. (Amir: Dr. Ali Imran Hashmi; Secretary: Majeed Sharif; Treasurer: Gamal Abdur Rahman).
Several meeting were held between Nov. 8, 1995 and May 5, 1997. The officers and members in general were so irregular in attending the meetings that on March 29, 1997 several amendments were approved. Included among them were these: 2.1 The Council shall have a standing steering committee to take necessary actions that are in the best interest of the Muslim community, with due consultation with the Amir. 2.4. Any member including an officer who is absent from three consecutive meetings of the Majlis-e-Shura, would cease to be member of this council, unless the council decides otherwise.
The amendments and the amended constitution were signed by all that attended that meeting. Dr. Abdul Hamid was chosen as the chairman and the only member of the steering committee.
On May 23, 1997 Dr. Imran Hashmi resigned. On August 9,1997 a meeting was held at Masjid Al-Islam and new Amir (Majeed Sharif), Secretary (Saifuddin Hasan) and Treasurer (Dhul-Khifli) were chosen. (Minutes from CCM Meeting August 9, 1997: A. Selection of new amir: Brother Abdul Hamid opened up with Dua and then presented the need for a new amir after Dr. Hashmi has sent in a letter of resignation.).
Many meetings were held between August 9, 1997 and February, 1998. The poor attendance and non participation continued. On February 22nd, 1998 Br. Majeed Sharif resigned as the Amir of CCM. He agreed to continue until suitable arrangements were made possible
In a subsequent meeting, a proposal was made to merge CCM into MAHTAB, INC. a sister body that had previously executed all the projects that were approved or undertaken by CCM. MAHTAB, INC also handled the funds that were donated to CCM. (minute D. of August 9, 1997 meeting: “CCM will deposit money in MAHTAB until further notice.”).
The following proposal was unanimously agreed by all those present at the meeting.
“That the name of MAHTAB, INC be changed to CONNECTICUT COUNCIL OF MASAJID, INC. (CCM). The present Board of Trustees of MAHTAB, INC would remain the Board of Trustees for CONNECTICUT COUNCIL OF MASAJID, INC. The Majlis-e-Shura of present CCM would remain as the Majlis-e-Shura and act as a consultative body for CCM. Its relationship with various masajid would also not be affected.”
A meeting of the Board of Trustees of MAHTAB, INC was held on November 8, 1998. The Board of Trustees of MAHTAB, INC was requested and agreed to the merger and also to modify its by-laws and create a special committee, Majlis-e-Shura, designated as a consultative committee. On February 25, 1999, the registration of name change with the Secretary of State and IRS was completed. From February 27, 1999, all the activities of MAHTAB, INC were changed to CCM.
